CHAPTER ONE
INTRODUCTION
Background of the study
Throughout the ages, higher education and financial assistance systems have undergone substantial changes, motivated by the goal of making education more accessible and reducing the financial strain on students. The transition from charitable scholarships in colonial times to modern-day financial assistance programmes like StudentLoans has been characterized by significant milestones in history (Fuller, 2024). The foundation for the current system of government involvement in post-secondary education was established during the Second World War, when the first steps were taken to provide federal financial support. According Joke & Makinwa (2023) maintained that as an educated populace is crucial for the progress of a country. Nigeria is establishing a basis for continuous economic expansion, creativity, and societal advancement by allocating resources to educate its young population.
Currently, federal financial assistance comprises a range of options, including loans, work-study programmes, and grants like the Federal Pell Grants. These funds are given based on criteria such as financial need and enrollment status. In June 2023, Nigerian President Bola Ahmed Tinubu implemented the Student Loan Fund (SLF), which provides interest-free loans to Nigerian students seeking higher education. The programme, championed by Rt. Hon. Femi Gbajabiamila, seeks to tackle funding deficiencies in the education sector, aligning with the worldwide pattern of government engagement to bolster students' educational endeavours (Premium Times, 2023).
Initial data by NDE (2023) indicates that the FSLI has notably increased the quantity of pupils enrolling in postsecondary institutions. The programme relieves students of financial burdens, enabling them to concentrate on their academics, which might enhance their academic performance and increase graduation rates. Education is a potent means of achieving economic empowerment. Individuals who possess advanced educational degrees are more inclined to get lucrative employment opportunities, so enhancing their own financial security and contributing to the overall economic progress of the country. The FSLI is crucial in fostering social mobility. Students from underprivileged families, who would otherwise lack the financial means to attend college, now have the opportunity to pursue their academic aspirations and enhance their socio-economic standing. Therefore, by offering monetary assistance to students from various socio-economic backgrounds, the FSLI contributes to the reduction of educational disparities. This fosters a more inclusive society whereby education is readily available to individuals of all economic backgrounds. Therefore, the study evaluate the benefits of federal student loan initiative in Nigeria.
Statement of the problem
In recent times, Nigeria has made considerable progress in increasing educational opportunities, however financial obstacles persist, impeding the ability of many students to pursue higher education. In a study by Nwanegbo & Maxwell (20222), the exorbitant fees associated with tuition whether public or private, the lodging fees attached to hostel, textbooks, and other related costs pose a significant barrier for several families, especially those hailing from low-income homes. As a result, a significant proportion of proficient pupils are unable to reach their full academic capabilities, leading to the continuation of socio-economic disparities and hindering the progress of the country (Olatunji, 2023).
Notably, the Federal Student Loan Initiative (FSLI) was implemented to overcome these financial obstacles by offering students low-interest loans, thereby improving their ability to pursue higher education. Nevertheless, the efficacy and influence of the FSLI have not been thoroughly investigated by existing studies. According to Eze (2023) most federal government loans comes with uncertainties about how easily it can be accessed, if the financial help supplied is sufficient, and whether it can be sustained in the long run. Moreover, it is necessary to assess the extent to which the effort has effectively reduced educational disparities and fostered socio-economic advancement among students from various socio-economic backgrounds of which existing studies has paid little or no attention to. Upon this premise, the present study seeks to evaluate the benefits of federal student loan initiative in Nigeria.
1.3 Objective of the study
The broad objective of the study is to evaluate the benefits of federal student loan initiative in Nigeria. The specific objectives is as follows
Evaluate how easily students can access the Federal Student Loan Initiative in Nigeria.
Identify how students benefits from the federal student loan initiative in Nigeria
Assess the challenges in accessing the Federal Student Loan Initiative in Nigeria.
1.4 Research questions
The following questions have been prepared to further guide the study
How easily can student access the Federal Student Loan Initiative in Nigeria?
How can students benefits from the federal student loan initiative in Nigeria?
What are the challenges in accessing the Federal Student Loan Initiative in Nigeria?
1.5 Significance of the stud
The study will be ssignificant to policymakers as it will reveal strengths and weaknesses in the current implementation and can help in developing a more robust and effective student loan policies that better serve the needs of Nigerian students. The study will be significant to stakeholders in the educational sector educational as a clear understanding of the benefits and challenges associated with the FSLI can help these stakeholders make informed decisions and collaborate more effectively to improve the initiative. Furthermore, the study will be significant to the academic community as it will contribute to the existing literature and serve as a guide to future researchers.
1.6 Scope of the study
The study focus on the benefits of federal student loan initiative in Nigeria. Empirically, the study will evaluate how easily students can access the Federal Student Loan Initiative in Nigeria, identify how students benefits from the federal student loan initiative in Nigeria and assess the challenges in accessing the Federal Student Loan Initiative in Nigeria.
Geographically the study is delimited to University of Nigeria (UNN) Enugu State.
1.7 Limitation of the study
Like in every human endeavor, the researchers encountered slight constraints while carrying out the study. The researcher encountered challenges in sourcing for literature in this study. The scarcity of literature on the subject due to the nature of the discourse was a limitation to this study. The study is limited by its diminutive sample size and restricted geographical range, concentrating just on University of Nigeria (UNN) Enugu State. Hence, the findings of this study cannot be extrapolated, thereby necessitating additional research.
Furthermore, the researcher's restraints were predominantly attributable to financial limitations, as they are a student without a means of revenue to support themselves. The research location's high transportation costs, impacted by current inflation in Nigeria, made it difficult to afford transportation fees.In addition, the researcher encountered a time limitation as a result of the necessity to do this research while simultaneously meeting the responsibilities of attending lectures and engaging in other educational pursuits.
