The research work entitled "privatization of public enterprises in Nigeria; analysis of flaws and prospects of the policy, focuses essentially on the concept of privatization, commercialization of public enterprise and the cause of privatization policy equally enhanced about the implication of why privatization of public enterprise should be encouraged to the society in general for policy making process in Nigeria. On the other hand, the work has therefore attempted to device resolution mechanism so as to enhance the desired objectives of this study, and the objectives are as follows: To enhance efficiency and effectiveness in corporate organization (firms), to reduce high level of corruption, to encourage private participation in public corporation and to enhance economic growth and development. The researcher's adopt casual as well as explanatory design in the conducting of the study, and selected his sample by means of simple random sampling. Instruments deployed during the conduct of the survey include the questionnaire, interviews with individuals and observations methods. Data collection were presented using table and analyzed using the simple percentage, four (4) hypotheses were tested through the use of chi-square (X2). Also primary and secondary data were gathered using the foregoing instruments which validity was tested using the content validity. The study is important to the society in general, firms, government and as well as management of corporate organizations. The study as it's, shall assist in policy formulation and effective implementation of privatization strategies in Nigeria society.
CHAPTER ONE
1.0 BACKGROUND TO STUDY
The Extent at which privatization and communication policy is being emphasized in Nigeriacannot be overlooked.
The Nigerian political economy contents are largely post- colonial under takings by the short liked civilian governments and the military regimes. The rapid growth in the political economy contexts indicates that Nigerian are capable of developing her economy system. On the other hand, the political instability in the country has had an adverse effect on the privatization-policy making.
The aggregates problems of political instability, corps, corruption, nepotism, favourtism, God Fatherism, and ignorance have destabilized policy of privatization and the machinery of social change.
Given the right political and economic conditions under regimentary democratic system of government, the institution of privatization will further enhanced it aim of objective.
However, the trend of the development so far, has made the researcher to investigate into the Public Administration Prognnmmes in the institutions of privatization and commercialization policy making in Nigeria.
Privatization as an economic policy that involves the selling of government's utilities or properties to the private individuals in order to increase efficiency and for proper management. Privatization is a kind of policy which African or better still, the third world countries (TWC’s) are compelled to be embark upon, if they are to be given loans or assisted by Bretton Wood Institutions like IMF, World Bank etc.
Privatization is like a devaluation of local currencies according to the dependency scholars is an international capitalist conspiracy geared towards . the further or continued exploration of African nations or (TWCs).
The basic ideas is that African leaders or third world leader ought to examine critically is all about the pressures mounted from donors creditors and multilateral financial institutionswhich are predominantly western world for Nigeria and infact other (TWC's) to privatize as a prerequisite for support of adjustment and debt relief programme. This elucidate the issue of exploitation of LDC's (Less Developed Country), by the Western developed countries. Perhaps the origins, basis and support benefit which may accrues from this policy must be critically looked into. The economic and political implication of this issues must be critically and dynamically analyzed if privatization and infact all other conditional ties given by donors creditors etc should be embraced.
Moreover, it should be noted that the adoption of market approach (free-market-economy), openness, competition, liberalization, restructuring etc. has been rested dependents on privatization of public enterprises.
Privatization is designed to increase - economic effectiveness and efficiency by imposing market discipline in the planning and management of public enterprises in Nigeria, after the influence of technical committee on privatization and commercialization (T.C.P.C) in 1980's privatization was slower in the1990s privatization in Nigeria has always been in sincerity on the part of our political lender. Perhaps another problem of privatization in the Nigeria context is the core periphery analysis. The third world countries (TWS's) are always tried to the apron string and dictate of developed countries.
However, it should be noted that inspite of the inherent flares in Nigeria's privatization process, there are some potent visible and of the merit of the privatization policy are:
(a) The introduction of privatization will increase effectiveness and promote efficiency.
(b) Generation of revenue for government which may be used or social services provision.
(c) Lessening of the dominance of unproductive investments in the public sectors.
(d) Reduction of complex administrative control and placing greater reliance on market economy.
The privatization policy though emaciated date prescribed by Western imperial list or Bretton-wood institutions has its own strong point. The research work tends to find out the flaws and prospect of the privatizations policy in Nigeria (TWC's) and at 1Jhe end of the day prefer solution and make recommendations based on such findings.
1.1 PROBLEM STATEMENTS
Public corporations and enterprises are established by the government – in order to carryout vital services to the entire populace at cheaper rate or even free but this philosophy had been put aside by some arising holocaust or problems.
Perhaps, the paradigm of this is that, this research work shall be predicated to problematizing the following viz:
(a) It is a fact that embezzlement corruption and this appropriation of funds indeed affects the service oriented nature of public enterprises.
(b) What are the role played by Bretton-wood institution in the privatization policy of Nigeria and (T.W.C's)?
(c) What are the actual bureaucratic bottlenecks or complex administrative control affecting the existing of public enterprises in Nigeria.
(d) What are the social effect or poor finding inefficiency and ineffectiveness of public enterprises have on the populace.
(e) What then are the prospect of privatization policy in Nigeria in relation to the bane of ethnicity and tribalism
1.2 RESEARCH QUESTIONS
(a) Will privatization of public enterprises in Nigeria bring about economic glory?
(b) Will there be any productivity and efficiency increase in mass production as a result of privatization?
(c). Will there be any hope for the futures generation if privatization should be the ends means in Nigeria?
(d). Is there any level of accountability and sincerity as well as determine goals by those leaders in the affairs of government at the process of executing privatization policy-making in Nigeria?
(e). Will privatization of public enterprises amount to the reduction of high level of bureaucratic bottlenecks, redupotism and corruption of the country?
1.3 RESEARCH HYPOTHESES
H1: Privatization and commercialization in Nigeria will increase productivity and efficiency in public enterprises.
Ho. Privatization and commercialization in Nigeria's public enterprises will be a debutant of bureaucratic bottle necks and administrative control.
H1: Privatization and commercialization m Nigeria's public enterprises will be a competitive and profitability.
H1: Privatization and commercialization of Nigeria's public enterprises will likely encourage the ideas of capitalism system of government.
Ho: Privatization and commercialization policy in Nigeria and other third world countries is a strategy by Western imperialist and Bretton-wood institution further be elongated through their economic dependence.
1.4 OBJECTIVE OF STUDY
The research work is embarked upon in order to look into the problems and the good sides ofprivatization policy in Nigeria. The objective of the research work is based on the properconsideration of the socio cultural and the peculiar nature of the Nigerian State in the process of applying the privatization/commercialization policy in the Nigeria context:
The objectives of the research work include the following:-
(i) To determine whether privatization of public enterprise in Nigeria will bring about economic glory
(ii) To determine the nature of Nigerian political and economic stability.
(iii) To determine the contexts of Nigerian political and economic behaviour.
(iv) Determine the outcome of government policies during military era and civilian regime.
(v) Determine the level of unemployment and employment productivity.
(vi) To determine the future of Nigeria political and economic contexts,
1.6 SCOPE OF STUDY
This research work is to cover the flaws and prospects of privatization and commercialization of public enterprises in Nigeria. The research work will critically examine the flaws and prospects of the policy since it was evolved to this present dispensation as it affect the political and socio-economic context as well as well being of the Nigerian State.
1.7 RESEARCH OF STUDY
The research word is significant m the area of providently prescription to the proper application of the privatization, policy making in Nigeria context. It significant had beenprescribes due to the fact that it enhances the descriptive and analytic nature, the research work will be based upon. The study will contribute immensely to national growth and development based on the critical analysis that will be made, this is because, the critical assessment of the flaws and prospect of the policy to the Nigeria State.
The research work creates values added in the area of critical analysis of the future about the privatization policy making in Nigeria, The study will also serve the purpose of been a reference point to privatization scholars anti indeed policy makers on privatization andcommercialization in Nigeria and also economic and political leaders.
